Gift bags?
they are in some of the presents under your tree.. I got 7 earlier.. and also if you get the elf house you can make elfs run around the town opening presents for you.

They get dropped when you click presents, similar to how gremlins dropped in the Halloween update, if you played it. The drop rate seems extremely low, however.
