I thought that many of the things available for vouchers were things that we got for free if you had played earlier winter events. I know I had most and hadn't made much effort to buy premium content except for characters in the past. I was able to pick up the few things things I didn't have. Since vouchers were earned using the gnome which I would have tapped anyway once I was done I didn't feel ripped off. People that haven't played past winter events would have had to spend donuts in order to get all of the things available.
