- Try storing, force closing and then putting out milhouses house and the treehouse.
If the game is triggering the next questline or you started another questline, you might have to complete that first before you can continue barts. This is a common occurance of leveling higher than the quest (happens big time due to events and multipliers). By completeing the ahead line, it will trigger/retrigger the previous.
If neither of these work, contact ea support and explain your situation. - He doesn't have the treehouse yet. I thought he did. I made the same mistake. :)

The only quest I had lingering was for The Yes Man to get a haircut. I just put him in the inventory to see if that helps at all. As far as quests leading up to Bart Crusoe Pt. 2, I have check and finished everything.
Again, just for clarification, I don't have Bart's Treehouse, I'm trying to get the dialogue to trigger in which I get the Treehouse.

Scroll down past the level 38 info. They put it on top after the last update. Make sure you've done those tasks leading up to the treehouse. You've probably checked that already. Also, make sure you don't have any lingering tasks in the task book.

So if Lisa is supposed to trigger the Treehouse, if she told you do something else first, you will need to build that structure first. Since Halloween, they have limited the number of quests a character can trigger at a time.
You shouldn't have "random" quests, they are all part of the storyline. So while you feel they are not related to getting Bart, they are triggers for other levels (13, 14, 15, 16, etc). So if Lisa gave you the dialogue for level 15, you will need to build that structure before she will trigger Bart's treehouse.
Basically you should just try to keep the taskbook empty. When you complete those tasks, new ones generate and often rekindles other questlines that were paused since the character triggered a brand new quest line.
Squidport ones technically shouldn't interfere with Springfield quests, same with Krustyland. So if you keep building Springfield, the proper quests will come up. GamerGD3 wrote:

:thumbup:- There's a system progression i'm yet to understand. I had the same issue with bart and i just had to wait, i got it around level 16 i think. Now i'm lvl 31 and i'm yet to have lvl 23 quests, it all depends on how fast you are leveling up i think. Even if quests seems unrelated to you and triggered by completely different characters, in some way you have to wait and do the stuff you have, when you're done new things will unlock.

Anything I have had Lisa say to do, I have done. I have also looked through all the guides and done all of the required quests.
What I mean when I say "random" quests, I mean that they're once that have no dialogue. For instance, I just had a few pop up that said to make Apu feed the octuplets and Mr. Burns to fire a random employee. I haven't had anymore quests that pertain to the story or that involve any sort of dialogue between characters.
I hadn't had the quest book empty for a while because of a quest from The Yes Guy to reach level 15 and build Jake's Unisex Hair Palace. I put him in my inventory to remove that, but have a couple of 24 hours quests going on. If the quest book being empty really is the issue, I guess I'll find out some time tomorrow.
As far as the Squidport Quests go, when do those trigger? I was hoping once I got out to the ocean they would, but clearly not. I can't continue to build Springfield up as it seems everything else opens up once I build Bart's Treehouse and that's the issue at hand.
Again, thanks for all of the help! If clearing the task book doesn't work, I'll repost on here. From there though, I may have to contact EA.- Homer triggers Squidport at Level15.
