After you earn him it makes sense to have them free for the next segment but until then why lose out on something you need?
well look at it this way.
i am collecting around 6000 rods per day.
at that rate i can easily get to the 18500 without using the felons so why not save them right away as the extra rods i get in the last 2 days will not help me to get anything except for maybe one extra chance at 3 donuts.
