Really? That seems unlikely. Since they added all the new tasks, I have yet to find a taskable character that doesn't have a 1, 4, 8, 12, and 24 hour task. The only exceptions are people that require premium buildings (or particular decorations) for a task. Even that shouldn't justify a drop from 109 1-hour tasks to 56 24-hour tasks.
Seems more likely to me that something isn't working right.- I just put all my non SH/recycling/active quest characters on 12 hr task for the night. The send all option was going to send 34 characters, so I did manually and sent 70 +/- a few on tasks.

They do have all time slots, you are missing required decorations or buildings. The task doesn't show "locked" for some tasks depending on the availability.
I set all on 12s today. It did NOT send Zutroy or Alien 51. Zutroy since I was missing large hedge (shown at bottom), Alien 51 showed no 12 hour task. Bringing out the Stonecutter table - activated this "secret 12 hour task". (it was in storage from my nuke a several months ago and never brought it back out)
It also didn't send Stampy, that was a research item to see if they missed his solo 12 or it's something not out in my town.- jukan00New SpectatorLOT of bugs to work out. It only sends about half of my people available.

I wanted to send my characters on 4-hour jobs,
My Job Manager offered me 76 spots for 4-hour jobs. I assigned those. (The results showed that whether or not a character had a SH job didn't matter -- see below)
My Job Manager then offered me 42 spots for 1-hour jobs. I assigned those. (Same result regarding SH jobs)
My Job Manager THEN offered me "no jobs available" for 8-hours, 12-hours and 24-hours jobs
I assigned the remaining, available Springfield Heights workers -- Grampa, Snake, Bumblebee Man, Brockman, Dr. Hibbert
The remaining 25 characters still Unassigned by Job Manager were:
Fat Tony
Rod
Todd
Shauna
Dolph
Barney
Kirk
Lampwick
Kang
Gino Terwilliger
Laura Powers
Duffman
Dr. Nick
Jessica Lovejoy
Uter
Luigi
Ned
Miss Krabappel
Database
Matt Groening
Miss Hoover
Janey
Jimbo
Michael D'Amico

So:
It DEFINITELY does not matter whether a character has a task of that length.
It does not matter what level the character was released:
Michael D'Amico and Homer were assigned. Grampa, Ned were not.
It does not matter whether or not a character is premium:
Shauna, Miss Springfield was assigned. Dr. Nick and was not.
It does not matter whether a character is freemium:
Helen Lovejoy was assigned ... Fat Tony was not.
It does not matter whether or not a character has tasks available in SH:
Reverend Lovejoy was assigned by Job Manager; Luigi was not.
This is unrelated to whether or not tasks in the recycle centers are still available.
Jesse and Hippie were assigned; Uter was not.
NOTE: All of my limited-time characters were assigned. I don't know if it's coincidence this time.
So what the heck order are these 'send all' tasks assigned?
Wow. Not really sure what to suggest other than re-start, re-install, etc.
Mine seems to be working exactly as it should - nobody left behind, all assigned to the proper tasks as long as they are wearing the right skin.

I'm also on IOS :)- I'm on Android, so its a glitch?
Because Hank Scorpio and sherri and Terri has 24h jobs...
