Only characters voiced by the "big six" have a voice in the game. After Marcia Wallace passed, there was a flood of requests to get Edna voiced. (Those were about as successful as the requests for a portion of donut sales to be donated to cancer research.)

There have been quite a few instances of people remembering scenes from a movie, often quite vividly and fondly, that were never in the movie. Some of them vociferously complaining when the DVD was released and that scene was "removed".
Just like "Play it again, Sam" from Casablanca.

You won't see Troy McClure because he was voiced by Phil Hartman, R.I.P., and was retired when Phil died.- I'm not joining any arguments, but my understanding is that Phil's characters were retired because they clearly couldn't be voiced anymore.
But it's not verboten to even acknowledge that two massively popular characters ever existed. Without voices there was little reason to bring them back and, hey, they get to pay their respects to Phil by leaving his characters out because without him giving them life they couldn't operate the same.
In terms of the game, they could easily add voiceless Troy & Lionel Hutz and maintain complete respect for Phil.
People love Phil's characters. If we followed the "Hush Hush How Dare You" logic I've seen displayed some places, why not pull every episode he ever did voice work on and hide them in a vault forever so we don't appreciate them the "wrong" way?
Pertaining to this thread's topic, I think it was an honest mistake on the OPs part and there is nothing offensive about not knowing which characters are voiced and which aren't. - jukan00New SpectatorThe OP is Josh Sherer. :D
