The issue only comes up if you have "too many" donuts (as in hundreds of thousands) or even millions) AND you contact customer support AND the customer support representative doesn't understand that you can 'farm' donuts.
Yes, this is the issue. In fact I don't think you even need that many. I think that recall someone having just a few thousand donuts and EA support refusing to help them because the donut tally could not be reconciled by their purchase history. It is likely dependent on the rep you get it seems.
However, I don't think anyone has been BANNED for this, just refused support. Big difference.
