Me too. @chrisdirai146's summary is pretty much how I've gone about things.
I look at how some of my friends lay out their town and it's pretty clear how all the space can be used up. But right from the outset I took my space cue from the design of the actual content, where scale (though completely inconsistent) is implied rather than literal.
