Manager Cletus skin - not premium anymore?

Is it just me or did the Manager Cletus skin from the Homerpalooza event previously pay premium? I've just had a "send Springfielders" daily challenge so found all my premium skin characters to manually task them first and discovered that Cletus's skin is paying freemium rates when I'm sure it used to be premium.
