Why don't you make your Springfielders to make hats?

If you're generating hats constantly from the Saloon and still running a deficit, it's probably because you've had bad luck with the General Store tasks. Just like with the Rail Yard, when you're stuck making, say, bottles from the tasks constantly.
If you're indeed sending your Springfielders constantly to make hats, then this is all you can do. Short of buying premium characters, you will have no other control of which resources are generated.
