These people are important - to their neighbours. It is a quick and easy way to notify them what's up, seeing as there is no in game notification/messaging system. And it is game related - maybe not to your game, but to others. The threads can also be ignored by simply not opening them.
Spelling something out in shrubs isn't a good option for many because they don't have the land available to do so.
