I think I'm having the issue. I woke up and cleared everything, including a couple extra flights from last night. Then I had five flight options at that point, with three tickets. I sent my three, then sent Legs to make a yoga mat, since my timer for the next ticket was about 8-9 minutes. Wes Dubner was the fifth slot.
I sent the rest of the town, including Wes, on an hour job, intending to check back to have three tickets and more free slot. I then waited for Legs to finish the mat. But when he was done and free, BOTH the flight slots were gone (Wes's and Legs's). Kind of annoying, because that's not the way it was working.
