I think that's intentional hence why I didn't post it as a "trick". There are two reasons that can point on it:
1. Even if someone will buy one of each item - assuming he's a new player and haven't got or bought any of the items - he should end up with around 10,000 vouchers (and we can add 2,500 from the Gnome) while all the presents worth around 35,000. Someone who can buy half of the items probably has half of the presents so it should balanced anyway. So basically from the vouchers system you can get a third of the entire presents offered (without buying multiples) then why not let the tappers to pay for it?
2. The vouchers are technically crafting material even though they visualy looks like bills, and usualy you have the option to pay with donuts if you're missing crafting materials. Especially here when the cheapest item cost a 1,000 vouchers and tappers may end up with a lot of unused resources.
The only "bug" here is that players who already have all items can get vouchers, but since it's a very unusaul buy-get-craft system, I guess they'll do better next time.
