Release older buildings for newer players!
Well, many of the items were limited time or tied to episodes, so it wouldn't make sense to release them again. They have released some old items here and there so you never know though.

Episode tie-ins (Cool Brown House/ Swanky Fish/ Super Collider, etc) are incredibly unlikely to become available again. They were simply promos relevant to a single episode. Last reasonable excuse to re-include them was the proposed 'Season 24 Yard Sale' and that turned out to be just a bunch of new overpriced premium stuff based on blink-and-you'll-miss-it objects from the last season of The Simpsons.
Needless to say, if we become neighbours and I don't see the Duff Racer in your town-- I remove and block you and report your account to EA.
As someone who owns most of timed exclusives "Limited timed" etc, its not impossible to reintroduce them, lets take a more recent example, Fat Tony, he was once a tied promotional character. It didn't take long before they reintroduce him as a character available to all. Though i can agree it will be unlikely to bring stuff like Duff Racer, Black Hole, etc. Something not in high demand like a character that makes an occasional appearance
