He can be anywhere, he are NOT following the rules of simple Simpson's folks, he will walk off road as he likes :mrgreen:

As far as I can tell, he's like all of the other "mobile decorations" (Krusty Clown, Burns Monster, etc.) -- he's always somewhere in your town.
