I tried scrolling the screen but that didn't do anything. Haven't tried tilting it yet. I'll try it next time and see what happens.

Put the Surveillance Post in an empty section in your town if you have any.

I have mine in a relatively open area and doesn't seem to help much. However I've only been able to play twice so far so....hmmm

Tilting definitely doesn't work. My second round was odd. Screen didn't move and I suddenly exited but I could still see a glitchy invisible agents. Going to KL and back fixed that but I don't think it properly cleared all Man in Tan. Hope that isn't common I love the new mini game. Hope it pays SH awards or something after the event

Yeah JC I get ya. Just another pseudo-random gameplay element. At least there's no boxes or baskets involved...
