The skin just sits in storage, but you should be able to at least place the train down.
(I have the Captain Bob costume sitting in storage from the Homerpalooza event, but I don't have Sideshow Bob.)
Thanks, but I got sideshow Bob from a mission to arrest him like 5 times. That was in the beginning of the game and I started this summer, so it might be new.
