Good question, I think you can only lvl up if you buy the craftebles there is a limited too
I think you get them for all the Act 1 Prizes

Lucius Sweet- 29,600 Red Chips (Earns 595 Club Card Points)
Total Red Chips needed = 101,200
Total Club Card Points = 1,555
Butt not all, it stops on 3600 I think then you have to wait till act 2
