is it possible to make the TSTO both running under online and offline?

This issue has been discussed on at least a few prior occasions. Always seems like a bit of a moot point to me. Making the suggested changes will almost certainly involve some more-than-minimal amount of software engineering on EA’s part with no accompanying financial benefit. So why would they do this?
