What to do with idle neighbors?

This pretty much sums it all up for me.

While I don't enjoy deleting anyone, the whole point of neighboring someone is to mutually benefit from the connection. During a non-event time, I might be more forgiving that they aren't visiting me, as I can still tap things in their town, but during events like these, a regularly active neighbor is most desired.
