Different people find different aspects of the game fun. Some people don't really care about designing their towns, only collecting and/or going through questlines.
I don't personally find that it's fun having a no design town, but I do often find that I don't have time to really rearrange and design for new parts of town, so I'll plop things where there is room until I have time to give it the attention it needs.
