If she is taskless, go to Krustyland (if you have it). If she appears she doesn't have a task. Return to Springfield and just keep searching, she'll show up.
2) If she is trick or treating, go near your housing areas (as that's where they tend to mingle) and keep going through. If you have farms, she might be walking through houses. You might be able to find her if you go into edit mode, and disable buildings and decorations. That will "hide" everything but characters. She should turn up at some point. When she's done trick-or-treating you'll get the thumbs up too, so that will help.
