Add Wheel Lock to UDP

It would be great if Wheel Lock was supported in UDP as separate to wheel slip.  That would enable rumble motors to be used on pedals more effectively through programmes such as SimHub.

I know some other titles handle it, and for rally it would help the immersion (and game play) enormously as our backsides can't compensate sim from IRL.
