The issue has been located and a fix is expected soon yea.
@RallystuAcknowledged by who ? I have yet to see a post where they acknowledge this bug (and many others).it's silence treatment since first patch that didn't correct much. This is frustrating. I'm getting WRC Generation support vibe and WRCG was a cash grab so I'm not optimistic.
Let's not forget the other bug where the game add random times to your stage time during an event.
How the * does a game release with such a bug, I mean it's so easy to spot/replicate and the whole game resolve around TIME. It's like if Microsoft released a version of Excel where you can't rely on the results of the cells...

The official discord server is good place to understand the current position. (Not a place to report bugs as this forum is the right place for that and the devs are actively looking through all reports)
The discord server is lucky to have quite a few of the dev team as voluntary members who communicate with the community members there. They obviously can't say when a patch is due or what exactly is in a patch before it's released but they have confirmed issues that they have identified and that are actively being worked on. AI balance is one of those things.
this morning encouraged by the fact that on other discussions the problem had not presented itself I start a championship in WRC2.

EA solve as soon as possible !!!! not even in the viodegames of the 90's such things happened
Does this issue get fixed in the 1.3 patch ?
