Amount of Tire sets in clubs? Competition type unavailable?

Is there a way to set the amount of tires available over the course of a club event?

We just realized that our 12 stage rally only had 2 sets of tires available for the entire thing.

Additionally, when setting up the club I see the Competition Type where you have "level playing field" and "realistic" but the selection is grayed out and is not able to be selected. Is this a bug or is this driven by other options?
