Being able to choose your extra tire I think would be easy to implement. Also I think your used tires disappearing is just a bug because they show up in your 'list' of tires until you start the next stage then they just disappear.
I have a 'real' rally my friend setup with 19 stages and we only get 3 sets of tires total? I think the whole tire system needs a look at.
