It might be related to reflections actually, on pc is almost a requirement to set "reflections" on the graphics settings to low or even ultra low to prevent a lot of stuttering... Even on high end machines.
It has something to do with how UE4 doesn't support an optimized way to handle them.
I can't really know if that's whats affecting performance on consoles though. Or even if it is, if it can be fixed... Too bad 'cause as far as rallying goes this is the apex, the engine has just been an awful decision.
