I HAVE FOUND A FIX ON MY END. This is most definitely a bug introduced with update 1.9, and Codemasters needs to see this and address this across their social channels.
What was wrong: I had Steam installed on my B: drive, which is a 4TB HDD. Windows is installed on my primary C: drive, which is a 1TB SSD. I had a folder on my C: drive for games that I wanted to boot from an ssd that I named "SteamGamesSSD" and WRC was one of these. I had been using this file system method for years, and I had been able to boot WRC from this location since I bought the game on Day 1.
To summarize the issue: Windows installed on main C drive, Steam itself was installed on secondary B drive, and WRC was installed on C drive.
What I did to fix: I moved my steam installation folder over to my main C: drive, and then put the games from my SteamGamesSSD folder into the "correct" filepath. Basically, you need to put WRC in its most "default" file location possible.
Your WRC file HAS to have this EXACT file path for it to run NOT UP FOR DEBATE: C:\Program Files (x86)\Steam\steamapps\common\EA SPORTS WRC
If your game is not in this "default" file path, it will not boot.
