Error 110 - Unable to Connect, Steam version

I'm unable to connect regardless of what I do on the Steam version of EA sports wrc. Whenever I try to click on any network related game feature I get error 110 unable to connect. This is on a new pc with freshly installed windows and the game. I do not have a vpn. On my previous pc, the game worked just fine. I believe it might have something to do with linking the ea account and steam account because other EA games work just fine in the EA app? I tried unlinking steam and relinking it from the EA connections settings but that did not fix anything. Whenever I press F7 to reconnect it instantly fails. I've tried restarting multiple times, logging out of steam, logging back in, reinstalling the game, etc.
