I'm in a similar situation with my GTX1080ti, but I got around it using the following method.
I would be happy if you could successfully avoid this problem with your RTX 4070 Ti.
How to improve:
1. If you change FrameRateLimit in GameUserSettings.ini from 0 to 60,
or
2. Set the maximum frame rate in the NVIDIA control panel.
