Same here. RTX 3080 and 5800X3D, 32GB RAM NVME no matter what settings I choose. From Ultra High to Ultra Low Preset and DLSS Ultra Performance, TAA, FSR, VSYNC on or Off, VRR, Its like the game FEELS like its running at 30fps with really bad frame pacing. Nothing I do seems to make much difference in the feel/smoothness of the game. It is not smooth. To me it's embarisingly bad and unplayable. I haven't tried to use my Direct Drive FFB with it yet. I'm glad I only did the trial and haven't bought it yet. Hoping for a patch.

I have the same hardware (5800x3d and 3080) but the game settings seem to scale ok for me.
This is running 3440x1440p with DLSS quality.
GPU runs flat out.
If i run very aggressive DLSS or ultralow preset frame rate goes to 185fps.
However i still get stutter every time

try it on dash cam or chase cam view and your fps will drop to 85- 2 years ago
Nope i never use bumper cam only driver view or dash view - that's simply changing the graphics settings and keeping everything else the same.
185 is ultra low settings, mid settings 140, high 122, ultra 104. Average over a 5 minutes stage with dash view

Not sure why you have better luck, maybe you are running an older driver?
Can you upload your DXDIAG or at least reply your driver version??

I just updated the Nvidia driver today as i heard it improved the stuttering.
It doesn't 🤣
But the update made no difference to my frame rates.
I'm still on 140ish with a mix of settings.
