At least you listed your processor, what you described is called bottlenecking and the worse that you can have (its better to gpu bottle than cpu bottle.) No ill intent ment but why on earth would you have a 4090 paired with such an old processor.
Game runs silk smooth on my 4090 with i7 13700k at 4k max (no dlss) in cockpit view.
Your post is not useful. There are several others here having issues with 4090 lack of GPU usage, and they are not all bottlenecked.
The issue is a lack of optimization in the game. If you don't have an issue, or are not able to respond to the thread by reading, you just just sit it out.

Seems to me you could take your own advice as you added absolutely nothing, while I replied to one guy with a reason why he is seeing what he is. One thing people don’t understand is if it was a game engine issue is that EVERYONE would be seeing the issue and that is certainly not the case, there are many people on YouTube playing just fine and I even posted I didn’t have the issue. It’s easier to blame a game tho right…
You are entitled to your opinion as am I, it’s our right, but you have absolutely no right to tell someone they can’t post just because their experience differs from yours…that my friend is something people need to understand. Good day to ya, and you may have the last word if you so choose as I did not post to have arguments, only to explain to someone with a 3900x and a 4090 why he is seeing numbers that show his bottleneck.

It is not really a matter of opinion tho. While yes his processor is older, it is well within the recommended specs.
Im running a Intel 12600k and a 4070ti and my cpu and gpu usage never exceed 50% in either chips.
My graphics card isn't even "working" as it only gets to 50 degrees tops, while in nomal usage i'd see it go to 75 - 80 range.
There is clearly an optimization issue. Same for another friend of mine with an 13600k and 3080. His usages never exceed 50% either.
Especially with DLSS we should at least see some improvement. Even at Ultra Performance there are no gains from running at native
And yes it runs smooth at max settings 1440p with DLSS Quality, but never over 65 fps, dropping to 40/30 in some ocasions (maybe shader compilation which lets be honnest its a terrible implementation. Do it at the startup of the game, not when im mid stage). But the game is clearly not taking advantage of all the horsepower I have.
Another funny situation as the OP stated, my GPU usage increases when im in the menus, and I see the temps/wattage go up. Not what I'd say "normal".- nike23osu2 years agoRising Traveler

Dont get me wrong im not saying there isnt an issue SOMEWHERE with SOMETHING but again if it was a game engine issue everyone would be seeing the game as unplayable and there to many streaming and posting videos with a very playable and enjoyable game. In an optimal world you will see between 20-40% cpu usage bellow and over that would trigger alarms. Have any of you tried going into the nvidia control panel and selecting manage 3d settings, then clicking on the "program settings" tab, then find WRC in the dropdown menu (if theres not one there click on add program and browse to your wrc exe), then look for power management in that list bellow find power management and select maximum performance and see if your GPU goes to 100% usage when playing then.
