It is playable and enjoyable and for the most part stable. Don't get me wrong im not trash talking the game. Im enjoying it a lot actually.
But maybe most people don't really care to squeeze anything above 60 fps. And therefore, there is no problem. But there is, multiple streamers and youtubers complain that they get hiccups, and reported that the game is not taking advantage of the hardware. Multiple reports on reddit, and steam and here have shown. Clearly something is off.
Running "fine" with 60 fps isn't optimized when your game is clearly not putting the gpu to work and other much demanding titles put out more performance.
And yes that was my first guess, i went into the nvidia control panel and forced maximum performance. Same issue persists. We also haven't got a Game Ready Driver so maybe that will do something.

Im hitting 90+ stable in cockpit view at 4k max settings no dlss (not trading hdr for dlss just so i can hit 120 when gsync is doing its smoothness job) with my cpu holding 20-30% usage and gpu stays pegged at 100% because i have my fan set to ramp up with temps and it doesnt fluctuate while playing without changing the nvcp to max performance...Changing the gpu to max performance in nvcp will make the gpu run at 100% clock and power (at a driver level, not just on program need) even on desktop if you do it globally, the fact that you changed it to max performance and still dont get 100% utilization on the gpu in the game is weird. Have you tried a "clean/fresh" install of your nvidia drivers? Also just like you im not saying the game is perfect (hdr not correct, some things missing and so on) by any means but it is a very good first release for an EA game and miles ahead of the last WRC produced games.

Im playing with a Ryzen 3600 and a rx6950xt, 32gb ram, frame rate varies from 50 to 75fps which is my frame rate limit, FSR on QUALITY, yes you have a bottleneck but it's not the issue here as you can see my CPU is worst than yours and I'm having better performance,
