Same here, for a while I just had everything on Ultra and because the GPU never went over 75% I assumed I was getting my normal 116FS for Gsync LG OLed, have to say the game ran super smooth. When I started monitoring the frame rate I noticed I was only getting mid 80's FPS and even if I lowered everything to ultra low, it still remained at mid 80's. I noticed a thread on here about Fanatec pedals running via USB causing problems with FPS, so I swapped the pedals input to the PC, from direct via a USB port and wired them to run through the wheel base and god knows how or why but that and reducing the settings to Med/High actually cured the FPS issue for me now solid at 116. But for the life of me I still cannot get the GPU to run anywhere near 100% unless I'm in the menu's.
Hope this helps somebody, but I think that there is a lot more to this problem yet to be discovered.
