Why on Earth would they ever pay anyone to play test anything anymore when they can get the public to do it for them at launch and then maybe fix the biggest issues a couple of months later before starting work on next year's mess? See also, FIFA / EA FC etc...
Could be worse, could be Madden - that actually seems to get worse every year for the past 25 years. NFL 2K5 (almost 20 years old!!!) is STILL a better NFL game. Anyway, gone off topic, but you get the point.

Is this bug somehow affects your ability to play? No...it's only a graphical bug. Nothing new and nothing special. WRC is barely playable, at this moment.

But if you start accepting these things they don't go away. They're selling a product. A scratch on a new car doesn't affect your ability to drive it but it's doesn't mean you should accept it from the vendor when you've paid full price.
