What did you expect? Its an EA game; game is not playable in this very state; its a Jedi Survivor situation, dont have high hopes that this will be fixed.

The problem is that the support staff with not understand what this issue is and likely blame the user or their PC for the issue. I can tell you know that the developers do but they just choose to ignore on PC for whatever reason, probably because they only really care about consoles which isn't affected by shader compilation stutter as having fixed hardware means that the shaders can be delivered as part of the game download and updated as required via patches/updates. This isn't possible on PC due to the huge variation of hardware.
That said, I have read reports of stuttering on the console versions of WRC but it seems to be Unreal Engine 4's infamous traversal stutter which happens when the game loads a huge chunk of data at certain points in the map causing a frametime spike and a stutter. You can tell if it is a traversal stutter if the issue occurs in the same place every time. Shader compilation stutters only occur once then the game runs fine the second time (but eventually the stutter will return when you install a new graphics driver or there is a big update for the game).
Unreal Engine 4 under DX12 has become notorious for both traversal and shader compilation stutter on PC and is sad to see that we still have to endure these issues at the end of 2023.
