Windshield effects broken w/ Very Low Reflections

How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Have Car Reflections set to Very Low when loading the game and drive in any event.
What happens when the bug occurs? If you can see the hood of the car at all from the dash camera or cockpit views, colors from the hood crawl up the windscreen as the car moves faster, and go back down as you decelerate. It's a strange ghosting effect. Can see in action in the video link below.
What do you expect to see? I'd expect to see a standard looking view.

While this is clearly a bug, a lot of the effects applied to the windshield are way overdone and cannot be disabled outright. There's some weird rainbow banding in some cars, heavy tinting in others, obnoxious reflections from the inside, and it also makes the roads on some stages look overexposed and hard to see. There are so many effects layered onto the windshield that it's hard to even see details on the road ahead even when it's not blown out. Completely unnatural and very distracting to drive from an interior view.
Anyway, you can "fix" this specific bug temporarily by changing the Car Reflection quality to a different value and then back to Very Low. Then you get a generic specular reflection on the windshield interior that follows your view as you turn and also when looking with the right stick, it's ugly and busted in its own special way. Car Reflections are one of the biggest hits to performance in this game, but there's really no good looking compromise outside of the broken Very Low setup, Low and Medium windshield reflection are very low res and blocky from the inside. And when you have the wheel/hands showing, you get even more distracting low res reflections of those being rendered on the windshield as well, pretty much a handicap using that compared to wheel users who no doubt disable the wheel/hands visibility.
This game really needs a setting to do away with ALL of those kludgy effects applied to the interior windshield. You can drive without any of that nonsense from the bumper or bonnet views, but it's not as fun.
