Hi the same issue here, in my case with a Fanatec handbrake connected to the base, also the same issue with the clutch setup and also the up and down button for sequential. I think is not related to the brand of the hardware, it is just not saving it if you change something. Does anybody change some setting and it is saved after closing the game???, not in my case
You have to calibrate, and set to primary device.

Hi I calibrated it and the base (fanatec DD2) is the primary device. I have the handbrake connected to the base and is the base the one connected to the PC, so the device to asign is the base. Do you have the same setup??

Ok I found the issue in my case, I explain it in case somebody has the same issue:
I play in PC and I have a Fanatec DD2 with a Universal Hub V2 (the "for Xbox" one), shifting and handbrake connected to the base, and the base to the PC. After calibrating, there is an option to "Load device presets", I selected that and when asked if I have the "ClubSport Universal Hub V2" or the "ClubSport Universal Hub V2 for Xbox Series X/S", I selected the last one, as I am using PC but my Universal Hub is Xbox compatible, so I understood the Xbox option was to select the Xbox "compatible" hub (in PC). Doing this the preset is loaded, but if you change something is not saved after load the game again. So I realized the issue is I had to select the "ClubSport Universal Hub V2" option, not the Xbox one, doing this I can change the preset and it is saved, solving the issue. I guess the "Xbox" option of the Universal hub is not for PC Xbox compatible Universal hub, but when you indeed are using a Xbox, not a PC.
Just in case this help somebody...

Similar.
But I have an additional device listed. That is my Sim-Lab Handbrake.
It is this additional device that I have to configure each time I load the game.
