Just close MSI Afterburner AND RivaTuner Statistics, it will fix the stutters.
Thats the only thing that works for now until they solve the issue.

Nope, that's not it. It's the anti-cheat that causes DPC latency, which induces crazy high frame times. I measured up to 34ms latency, which is crazy high.

The only workaround is holding the Alt key.

I explained in this topic earlier why this works and what the theory behind it is.
