EDIT: It's not happening. I think I saw very small stutter happening between 30 seconds to 1 minute, but It's not even close to how it was before. Almost imperceptible. It could be unrelated to my original problem. There is a chance we are talking about completely different issues/bugs here.

There are different types and causes of stuttering. This refers to stuttering that occurs when simultaneously pressing keys and moving the mouse. It's impossible to completely eliminate it, except by pressing the first eight required keys after launching the game (or hold down the Alt key).

Yeah, I thought it was the same thing because it happened in a very similar way. If I didn't move my character, there was no perceptible stutter. Also, measuring frametime there were no spikes in latency. It only happened when I started moving the character and camera around and it was very easy to notice.

If we delve a little deeper, the problem is most likely related to the anticheat. One user suggested paying attention to the anti-cheat process at the moment the lagging buttons are pressed (after the first 8 buttons), and in the task manager, you can see how at this moment his activity increases slightly.
However, it's worth clarifying that the problem is not due to additional load on the processor from the anticheat at that moment, but rather the very fact of additional scanning of the buttons. It's as if it's constantly checking something on the keys in real time and giving a response with a micro-delay, and we see these micro-stutters, which are not related to FPS or excessive processor load.
