Won't launch

I've done all the fixes including uninstalling and reinstalling the entire game and no luck. Won't go past the splash/launching screen. On PC via Steam.

To elaborate, my driver's are all up to date, but none were updated recently. Every time I verify the integrity of the game files, 3 problem files show up. They are automatically downloaded and installed. When I verify again, 3 more files show up. Same thing happens wether I restart or not.
