This bug can be reproduced anytime in multiplayer grand prix mode if you setup a lobby with AI cars and atleast one other driver so to load into the race and obviously with safety car on. If the safety car doesn't come during the race from an AI you have to have either yourself or the other driver cause one to replicate the bug slow down enough and they will illegally overtake even if you stay on track. Its been in an out of the game since atleast F1 2020.
