Not related to F1 25, but since yesterday I had the exact same issue (same error code) on EA WRC, while the game was working fine last month. Uninstalling the latest Windows update fixed the issue for me too (KB5064081).
Before that, another fix I found was to force the game to launch with DirectX 11 (-force -dx11 in the launch option of Steam) but the game was running quite bad (lost 25-30% fps) and some textures had bad flickering, so not a great fix.
Anyway, seems like the latest Windows update causes some troubles with DirectX 12, EA Anticheat, and that multiple EA games may be impacted.
