Many drivers are reporting that their Multi-Functional Display (MFD) simply refuses to move or lock into Hotlap during active race laps while in the rain, essentially trapping them in Medium mode. Some drivers can switch back and forth but other drivers in the same race can't.
Crossplay Multiplayer session.
I'm on PC and could only use Medium or None.
Others on PS5 could switch from None, Meium, and Hotlap.

We have the same problem in our league.
How come EA hasn't said anything about this? Are we supposed to stop racing in the rain?
