I have purchased a livery ‘Distort 1’ from the store, but that livery is not available to use, I can’t see that livery in my customisation menu of My Team.

Is Distort your title sponsor? If it isn’t then you cannot use that livery in My Team until you sign them as your main sponsor.
Oh got it, they changed the behaviour in F1 25, buy anyways I’m not continuing because of Cost Cap issue.
