Hi when I want to create my own team it doesn't let me change the country

Hi , I wanted to create a carrer with a team created by my who I wanted to be in serie B italy and my favourite which is set in romania superliga , when I wanted to create first team to replace was from superliga when I wanted to mive to italy I cannot move the country and i swear that isn't a problem with my controler or with the playstation
