HIGH GPU USAGE /DELAYED GAMEPLAY

I've noticed that my GPU runs at almost 98% when I turn my game on for the first time. My fps sits at around 140 when I play any game mode which should feel smooth but the game is so delayed. It feels like there is a 2-3 second delay after every input I do. In game I have my FPS set to unlimited and the graphics settings are set to low aside one setting on Medium.

After I reset my game and PC about two or three times my GPU runs at around 60-70% usage and my fps is at around 240! and there is no more delay! I wish knew the root cause for this because its getting really annoying having to reset my rig every time I want to play this game.

My PC specs: AMD Ryzen 7 7800X3D 4.2GHz Processor, NVIDIA GeForce RTX 4070 SUPER 12GB, GDDR6X; 32GB DDR5-5600 RAM; 2TB Solid State Drive, Microsoft Windows 11 Pro.
