much lower fps in borderless mode than fullscreen mode

use DDU in safe mode to uninstall this driver as it's not stable on either my 7900xtx or 9070xt systems. then try either 25.12.1 which appears to be stable as well as my current 25.9.1 as i've had absolutely no issues with the latter driver. the newest 26.1.1 practically locks my fps at around 30'ish in nearly 90% of the games i play.
