Graphics settings bug

Whenever launching skate, only on my laptop, it sets the resolution and refresh rate to the wrong settings. 
On launch, it sets the game to fullscreen, 1080p at 60 hz, i have to go out of fullscreen and then back into it to try to change the resolution and refreshrate. 

Even after trying to set the refresh rate to the correct settings and applying the changes, it reverts to 59 after asking if i want to apply the changes, The only way to get the game to run at 144hz or higher is by playing in borderless windowed mode.
