Invisible players/pedestrians/traffic

This has been happening to me for a VERY long time. Used to happen whenever I opened the social menu, and now I'm logging in and it happens instantly.

This season looks like it's aimed at increasing multiplayer/co-op gameplay with the 'Own The Lot' mode and I'm still skating in a ghost town.
